Lead engineering in one of Southern California’s most dynamic, growing communities. Home to more than 150,000 residents, Escondido is investing in its future through an ambitious capital improvement program supported by Measure I, a voter-approved one-cent sales tax, and strengthening its land development review process to support economic growth and improve customer service.
Reporting to the Director of Development Services, the City Engineer leads 27 professionals responsible for Land Development, Capital Improvement Projects, Transportation Planning, and Inspection. The position oversees a $3.6 million operating budget, a $22 million Capital Improvement Program, and provides project management support for the Utilities Department. The City Engineer will lead major infrastructure projects, streamline development review, and help shape the future of Engineering Services.
The ideal candidate is a collaborative, service-oriented leader with strong technical expertise, a proven record of delivering complex infrastructure projects, improving development services, and building high-performing teams. A bachelor’s degree in civil engineering (or a related field), eight years of progressively responsible civil engineering experience including three years of supervisory responsibility, and registration as a California Professional Civil Engineer are required.
